Human Resources

Employing ministers and lay employees has become a complex aspect of church ministry. The Congregational Federation has arranged for local churches to be able to access standard employment documentation such as appointment letters, contracts of employment, employment forms and policy documents on this website. Brief fact sheets on employment matters are also provided.

This information is updated and added to by our Human Resources Consultant, Peter Flower.

Peter has many years of employment experience with commercial companies, not-for-profit organisations and churches. He runs his own human resources business Dickinson-Flower Ltd and is also a member of the Vineyard Congregational Church in Richmond, SW London so is familiar with the Congregational Federation and the organisation of our churches.

Supporting our churches

This service does not cover the following aspects:

  • Child protection matters apart from assisting on suspension and disciplinary matters of an employee who is the subject of an allegation. For such matters please contact the CF Safeguarding Officer.
  • Payroll administration.
  • PAYE apart from employment termination payments. For such matters and support contact CF Financial Controller.
  • Salary levels.
  • Pensions.
  • Use of Volunteers.

He has been retained by the Federation to give basic assistance to churches on general employment matters. If more extensive help on specific employment situations is required, then our arrangement with him is that this will be chargeable to your church and Peter will discuss this with you. If Peter believes the matter requires employment law advice from our solicitors, he will refer you to the employment law department of Nelsons, the Congregational Federation solicitors.
